Michelle McWhinney
Michelle provides strategic counsel on a variety of public relations and marketing issues, with a particular focus on the federal market. With over a decade of legislative and media experience, she has a deep understanding of how business, trade, policy and consumer issues intersect the public sector. She has worked on a variety of initiatives including national legislative campaigns, grassroots and educational outreach, federal sales force development, product launches and more. Working closely with clients, she designs effective communications results driven strategies that raise visibility, further business objectives and cement market share.

Before co-founding Jefferson Communications, Michelle launched Lincoln Park Public Relations. While there, she combined her past experience in the legislative arena with her media skills on exciting, fast-paced legislative campaigns. Michelle has also worked in a variety of capacities for both the private and public sectors including a high-tech public relations firm, state government relations shop and positions in the State of Georgia Cabinet and legislature.

Michelle earned a Juris Doctor degree from the University of Miami, School of Law (1999) and a Bachelors degree in Interdisciplinary Studies from Georgia State University (1996). Michelle is married and has two beautiful children.

Amy Talley
Amy Talley brings nearly 15 years of strategic communications planning and execution expertise to Jefferson Communications. Since coming to Washington, she has developed several high-impact national public relations and grassroots campaigns. By marrying this with several of the core communications practice areas, Amy developed a deep understanding of how federal business happens. With this as a foundation, she is currently focused on creating multi-dimensional communications programs that raise a client’s visibility and credibility with federal decision-makers and influencers and enable long-term public-private partnerships that are the reality of business inside the Beltway today.

Before founding Jefferson Communications with Michelle, Amy was with Lincoln Park Public Relations where she led the public relations initiatives for multiple clients. Before that, she helmed the Communications and Networking group at Merritt Group, a high-tech public relations firm. During her tenure there, she managed numerous public relations campaigns for a diverse range of high profile, global clients. She also worked on developing branding campaigns for corporate and non-profit organizations.

Amy cut her PR teeth at Ogilvy Public Relations, where she created programs for the agency’s consumer marketing clients. In addition, she was the Communications Director for a national public television network. In that role, she was tapped on several occasions by the United States Information Agency to work with broadcast executives from emerging free-market countries.

Amy holds a Masters degree in Communications Strategies from Emerson College in Boston and a Bachelors degree in Communications from the State University of New York at Oswego. She lives in Fairfax with her husband where they implement a "man on man" defense in caring for their two small children and very large, perpetually shedding dog.
